Dear Santa Cruz County families,
I write to you today with a deep sense of urgency and concern regarding an unprecedented and—by all appearances—unlawful action taken by the federal administration, which threatens the well-being and academic success of students across our community and nation.
Just one day before critical federal education funds were set to be distributed for the 2025-26 school year on July 1, the U.S. Department of Education informed states that more than $6.8 billion in funds already allocated by Congress are being withheld. These resources provide essential services, including support for migrant students, professional development for educators, programs for English learners, as well as after-school, enrichment, and student support services.
In Santa Cruz County alone, we estimate that more than $10 million in funding for students with the greatest needs is in jeopardy.
California State Superintendent of Public Instruction Tony Thurmond has rightfully condemned this move as an egregious overreach that flouts the democratic process. Congress appropriated the funding, and the President signed it into law. For the Executive Branch to unilaterally withhold these funds is damaging to students, leaves school districts in limbo, and appears to be a violation of federal law, including the Impoundment Control Act.
I stand with Superintendent Thurmond, our local school district superintendents, and education leaders from across the nation in calling for the immediate release of these funds. I urge our elected officials, community partners, and educational allies to join us in raising our voices in defense of students and to demand that this underhanded maneuver not be allowed to stand.
Our students deserve every opportunity that Congress intended when it voted to support their education. All students, especially those from our most vulnerable communities, deserve access to these essential resources that create the conditions for them to be safe, learn, and thrive.
