Tobacco Use Prevention and Education Program (TUPE)
The TUPE Program provides support, training, technical assistance and information to districts in the development and implementation of tobacco free policies and practices in schools. LEAs last received TUPE entitlement funds in 2008-09 which were to be expended by June 30, 2011. TUPE funds are now only allocated through competitive grants funded via Proposition 99 to districts that are certified as Tobacco Free. The policy language that CDE would like to see LEAs adopt reads as follows:
“The ________ School Board prohibits the use of products containing tobacco and/or nicotine, including, but not limited to, smokeless tobacco, snuff, chew, clove cigarettes, and nicotine delivery devices, such as electronic cigarettes, any time, in charter school or school district-owned or leased buildings, on school or district property, and in school or district vehicles. However, this section does not prohibit the use or possession of prescription products, or other cessation aids such as nicotine patches or nicotine gum. Student use or possession of such products must conform to laws governing student use and possession of medications on school property. Other vapor emitting electronic devices, such as electronic hookah, with or without nicotine content, that mimic the use of tobacco products, are also prohibited.”
